I use VLC to get the frames. It's a bit lame, however its works very well because I can watch every video and it gets the frames for me each 2 or 3 seconds.
Frames are uploaded on my personal domain and a PHP code is automatically executed every hour. In each hour the random frame choosen by the code have two in five chances to not be posted. This gives more randomness to the frequency of tweets.
The code also verify if is repeated on the last 200 frames tweeted and send a webhook to IFTTT, who posts the frame with his video name and frame number.
With this code I can do all the sort of things like progress of frames posted per video or and automatic submission and vote system. Im very excited to do these as the account grow.

Frames are gotten from youtube videos each 2 or 3 seconds on video.
I manually check for too similar frames.
The code is made to not repeat a same frame in a 200 frame span.
